                       Environmental Protectin

    China pays great attention to environmental legislative work and has now established an environmental statutory framework that takes the Constitution of the People's Republic of China as the foundation and the Environmental Protection Law of the People's Republic of China as the main body.

    The Constitution of the People's Republic of China stipulates,“The state protects and improves the living environment and the ecological environment,and prevents and remedies pollution and other public hazards. The appropriation or damage of natural resources by any organization or individual by whatever means is prohibited.”

    The Environmental Protection Law of the People's Republic of China is the cardinal law for environmental protection in China. The law has established the basic principle for coordinated development between economic construction, social progress and environmental protection, and defined the rights and duties of governments at all levels,all units and individuals as regards environmental protection.

    China has enacted and promulgated many special laws on environmental protection as well as laws on natural resources related to environmental protection. They include the Law on the Prevention and Control of Water Pollution,Law on the Prevention and Control of Air Pollution,and so forth.

    The Chinese government has also enacted more than 30 adminis trative decrees regarding environmental protection,including the Regulations for the Prevention and Control of Noise Pollution,and so on.To implement the state's environmental protection laws and regulations,people's congresses and people's governments at local levels,proceeding from specific conditions in their own areas,have enacted and promulgated more than 600 local laws on environmental protection.

                        An Excellent Speech

   Barditch High School decided to have an All-School Reunion Over 450 people came to the event. There were tours of the old school building and a picnic at Confederate Park. Nowadays,millions of people misuse and even overuse pain medications and other drugs. Research by the American National Institute Drug Abuse( NIDA,1999) shows that around 2%of the population over age 12 were using drugs non-medically.

③Nevertheless,overuse of drugs such as opioids,central nervous system(CNS) depressants and stimulants does lead to harmful reliance in some people and is therefore becoming a serious public health concern. Although this abuse affects many people worldwide,particular trends of concern to the medical profession in the US appear among older adults,teenagers arid women.

④Though it may be a surprise to many,the misuse of medications may be the most common form of drug abuse among the elderly. Dr Kenneth Schrader of Duke University,North Carolina states that although the elderly represent about 13% of the US population,those aged 65 and over account for the consumption of one third of all drugs. People in this age group use medications roughly three times more than the general population and have poorer compliance with instruction for use. In another study of elderly patients admitted to treatment programs,70% were women who had overused medicines.

 ⑤ Unfortunately,this trend among women does not only affect those aged over.In general,among women and men who are using either an anti-anxiety drug or a sedative,women are twice as likely to become addicted.In addition,statistics compiled for 12 -17  year olds show that teenage girls are more likely than teenage boys to begin overusing psychotherapeutic medication such as painkillers,tranquillizers, stimulants and sedatives.
